It took days to write this notice of claim, it is too long, yet so much is missing. Read it so many times and there are still typos. All too often I can’t tell the difference between “it” and “if.”
I didn’t even attempt to find and organize the countless AHCCCS and DES mailings stored in various plastic tubs along with other mail I can’t read without a magnifying glass.
The State has 60 days to respond and if they don’t respond, I can file a lawsuit.
I expect to be ignored because they know that by definition, applicants for AHCCCS and DES benefits are too poor to hire lawyers.
They also know that there are no Arizona lawyers taking cases like this on contingency.
We have no power because we’re not wealthy.

FACTS
1) 2020 / 2021 Unemployment
The Arizona unemployment website was extremely difficult to use and I encountered so many problems. The required ID verification almost killed me. No email support. Hour after hour of holding on the phone, only to be eventually disconnected.
I was unable to submit the required work search reports on the unemployment website from hell. When I finally got so someone on the phone, I was told to complete the claims offline, upload the completed forms, and that my claims would be manually reviewed.
I never got paid for these uploaded claims.
Having to use this dysfunctional unemployment website and the awful telephone support caused such severe PTSD, I was unable to continue fighting for my benefits without risking death. I could not take more abuse and stress.
Quite likely, I’m alive today because I received an inheritance that allowed me to recover and not worry about how to pay my bills for a while.
I recently discovered that the Dept. of Labor is still waiting for Gov. Hobbs (D) to accept the 2021 $300/week federal COVID unemployment benefits refused by former Gov. Ducey (R).
Several times I inquired with Gov. Hobbs’ office why she has not claimed and distributed these benefits.
Eventually, Sonya Reyna, Deputy 105, called me in response to my failed attempts to get an answer from Gov. Hobbs. Ms. Reyna had no idea why she was asked to call me and informed me that she was unable to speak for Gov. Hobbs regarding the COVID benefits, but advised that she would process my unpaid unemployment claims from 2021.
We spoke on the telephone about my current bank account and Ms. Reyna emailed a listing of unemployment payments I had received.
Next, I received NO reply to my three (3) emails to Ms. Reyna in about two weeks and a courtesy VM for Ms. Reyna on 9/30/24 when I attempted to confirm her receipt of my emails.
Gov. Hobbs continues to ignore me and refuses to answer this simple question:
“How many people have to set themselves on fire outside your office to get a response?”
Gov. Hobbs’ apparent answer: “At least one.”
2) DES and AHCCCS 2023 – present
My fall 2023 AHCCCS renewal was declined as described in my post:

In late December 2023, I discovered a most likely cancerous tumor on my leg and I had no Medicare Part B coverage as I could not afford to pay over half of my Social Security for Part B.
In February 2024 I took my computer to the Kingman DES office to apply again for AHCCCS. My request to conduct the interview at the DES office was declined.
Someone called me on my cell phone during my 60-mile drive home. The interview was conducted while I was sitting in the car instead of at a desk with my computer so that I could provide accurate information and take notes.
It was not possible to communicate electronically in writing and to set up an appointment for the interview. Applicants are expected to sit and wait day after day after day after day at their desks all day long for someone to call.
The contempt for my kind, the working old and poor, could not be greater!
I advised that my income changed and in April I submitted my Q1 2024 P & L.
I was again ignored and declined for full AHCCCS benefits. The State started to pay for Medicare Part B, but I was not eligible for the Medicare Advantage plan providing vision, dental, transportation, and supplements benefits.
I don’t have it in me to make more phone calls only to have to deal with uneducated and untrained state employees after hours of aggravating holds and most frustrating automated phone systems.
At times the dysfunctional automated phone system refused to verify me and there was NO option to be transferred to a human being. So much frustration.
One time three separate mailings from AHCCCS and DES were postmarked on the same day, but they were not delivered for at least a week.
I appealed and despite my repeated pleas for email communications, the notice of the appeal hearing was snail-mailed, I did not receive it and found out about the hearing when I received the notice of dismissal for failure to appear.
I appealed the dismissal.
Sent emails, talked to people on the phone, and got VMs … I have no idea what’s going on, am guessing more snail mail got lost.
Despite numerous requests, AHCCCS failed to provide any information about the appeal process.
How am I to prepare for a hearing? What will happen in this hearing? What are the procedures?
The DES and AHCCCS websites were so dysfunctional with no way to communicate.
I searched the internet but found nothing. Maybe due to my poor vision?
My requests for assistance from Gov. Hobbs’ office resulted in more harassment with countless phone calls from various numbers with spoofed Caller ID – either hangups or VMs with little or no useful information. More phone call assaults.
When I somehow got an email and inquired how I am supposed to live on $298/month in Social Security, an unidentified state employee advised me to hire a financial advisor!

It was about July when I was again assaulted with letters and phone calls by the DES for some kind of verification. I made the mistake of pushing the YES button to indicate a change in income using the automatic phone system.
After numerous calls and almost ready to kill myself (the funeral hold music during long holds was so incredibly depressing), I got to inform some person on the telephone that the AC at the Airbnb broke and that I would have NO income from the rental.
They demanded more information.

I obviously had no savings to pay for a new $8 – 10,000 central AC and I don’t qualify for financing due to my low credit score (defaulted on credit cards in 2020 due to the Covid shutdowns and travel ban) and insufficient income.
Due to my corneal ulcers, it was very difficult and extremely time-consuming to work on my client’s Sunnova Solar Fraud BBB complaint:
The DES stopped my about $20/month SNAP benefits. Aside from my online Sunnova work, I was dealing with bookings, cancellations, researching ACs and mini splits, electrical codes, looking for someone to run electrical in the crawlspace full of rat shit, installing a window AC, and then a mini split to salvage what little income I got from upcoming bookings – while my eyes were hurting, watering and red from eye strain and my blood pressure often around 195/130 from so much stress and frustration.
When I had the corneal ulcers I blocked all future dates at Airbnb and VRBO, but kept the existing reservations because I could not afford the cancellation fees.

I’ve had to pay for help and incurred debts, hoping that I could get back to earning a few hundred dollars a month to at least pay for the ongoing expenses at the rental house.
It is a miracle that I have not yet suffered a heart attack or stroke, although the apparently permanent eye damage maliciously inflicted by DES and AHCCCS and the resulting decrease in income may well kill me.
I cannot survive on $298 Social Security.
Wasting more time and energy on AHCCCS and DES prevents me from earning a living and it is a suicide attempt.
Writing this notice and having to relive the stress and frustration, the malicious abuse, and phone call assaults makes my blood boil.
The Arizona DES and AHCCCS websites and procedures are MALICIOUSLY designed to force applicants to abandon their efforts to get health care and EBT benefits or to risk DEATH.
DAMAGES AND INJURIES
1) I could not afford to seek treatment for a likely cancerous tumor on my leg discovered in late 2023.
I had to research skin cancer and treat myself. The STRESS!
2) The ongoing existential stress and frustration with the dysfunctional AHCCCS and DES websites and inability to get approved for vision, dental and transportation benefits almost left me blind and caused possibly permanent damage to my eyes.
Memorial Day weekend I almost went blind in my left eye.
My left eye hurt so bad I could not remove my contact lens for a couple of days. A neighbor drove me to an emergency eye appointment in Kingman (120-mile round trip) the following Tuesday and I was diagnosed with two corneal ulcers in my left eye.
I had to pay neighbors or for gasoline (10 mpg) and co-payments for numerous doctor visits. I couldn’t afford the prescription for contact lenses and glasses, and could not work at the rental or outdoors, but was still desperately trying to continue to earn a few dollars with my online work, causing more eye problems.
Despite the State’s extraordinary efforts to stress, frustrate, and depress me to death, I still don’t want to kill myself or walk into the desert like Elliot. Sadly, the State approved Mohave County’s, Crisis Line’s and others’ refusals to assist and examine Elliot in violation of Arizona law:
While I was lucky and did not go blind in my left eye, my eyes are now extremely sensitive, water, and hurt when exposed to vinegar (cleaning), dust, wind, smoke, or any kind of irritant.
Wearing glasses negatively affects my ability to read and walk. I still trip and stumble a lot because the glasses cause distorted vision and contact lenses irritate my eyes.
For many years I had my driving contact lens in one eye and a reading lens in the other. It worked so well!
- I now need to use a magnifying glass to read most paper documents.
- It is extremely difficult to work online.
I can read in browsers by zooming in, but I often have to use a magnifying glass to read in apps without zoom, such as email, Quicken for my finances, my note organizer, file manager, and other apps required to run a business or to work online.
How can I clean the vacation rental I manage (I don’t own it) when I can’t see well and can’t use cleaning products without irritating my eyes?
I opened up my booking calendar and lowered the nightly Airbnb rate to $119. I have NO bookings.
RELIEF
I am seeking:
1) $200,000 + $5,000/month.
2) Arizona state-funded EUTHANASIA for the poor and ill.
Please let us die with dignity when we can no longer afford to live, cannot sustain the excruciating efforts required to qualify for Arizona benefits or don’t want to be abused and tortured in a nursing home.

I expect Mr. Brown to determine that there is very little risk to the state as I can’t afford a lawyer and I can’t do much research regarding the legal requirements, the law, etc.
I can file a lawsuit and they’ll DESTROY me.
Yesterday it was finally a little cooler (below 100 F) and I started to ORGANIZE the countless tools and materials in various boxes and tubs I had taken for the AC work at the rental. Ended up taking everything off the storage shelves and got ready to install a piece of pegboard. Storms destroyed my storage carport a few years ago and so many tools are rusted and I don’t have enough storage space.
I started on my “dream home” in 2006 and never finished as I got wiped out in the 2008 recession. I am still looking at the unpainted sheetrock, and “temporary” utility cabinets in the kitchen (was the garage) with holes from the water heater in the water-damaged ceiling and the floor tiles have been in the garage since 2007.
I have yet to finish my roof repairs.
So I decided to have a real meal last night, been too tired to cook and am sick of chips and cheese. Salmon, stir-fried onions, garlic and roasted Hatch chile, and zucchini from the garden. My eyes started to water and hurt and still bother me today. I’m guessing it was the chile.
I used to be immune to onions, but now my eyes water and burn when I cut onions. When I processed and roasted the chile I wore airtight goggles.
Been wearing glasses for months now and still don’t see right. Perfectly level pictures or shelves look crooked.
Probably not my biggest problem, unfortunately. Cleaning up my place is the first step to SELLING. So much deferred maintenance and often it takes half an hour to find the tools and materials for a 5 minute job.
Unfortunately, I lost my road in 2022 flash floods (after two years of no measurable precipitation) because two neighbors diverted the wash as they improved THEIR road and blocked the wash with a solid driveway with no culverts. Mohave County advised that according to Arizona law I need to sue the neighbors to get the wash and road restored as it’s not a County maintained road.
I have no money to sue the neighbors. And who wants to purchase an unfinished property with a road not suitable for big trucks like Home Depot delivery and cars with low clearance on a good day, and NO access after flash floods?
Even with 4WD I had to WALK out for weeks after the 2022 floods until someone got a backhoe for a temporary fix. We haven’t had any flash floods since, but it’s only a matter of time. My fence on the road is less than 50 ft from current damage and will be washed away in the next flash floods.
So I won’t get much for my home. I obviously can’t rent a place on $298 Social Security and I can’t move into a tent on a lot because you need septic, currently around $10k and it takes at least half a year due to slow permitting by the County and contractors’ being busy. And you’re not allowed to live in a tent on private property even with septic.
I’ve been looking for info on “approved” composting toilets from the County so I could legally live in a camper but haven’t found anything yet and they didn’t write back on FB.
What am I going to do with Shadow, the dumped and severely traumatized dog I adopted (she won’t sleep in the house or get in my truck), and my unruly mini pig Rocket? They’re best friends and have been living the good life.
Maybe we’ll all end up living in the desert like Elliot? You can live on BLM land as long as you move every two weeks.

Compared to Elliot and so many others, I feel like I’m doing quite well. I love my little oasis, my garden, and I’m so comfortable here.
In 2027 I expected a lump sum from the vacation rental I manage for the estate. $119 a night on Airbnb with a one day minimum and I got no bookings. And I still owe well over $1,000 for the mini split and window AC, installation and electric work. In about 2.5 years I could get enough money to make it a few more years.
My client paid me $730 this month, way more than I expected, I did a little tech support for her, but it’s not enough to pay my credit card in full. Counted on the unemployment check for 2021. Thanks for NOTHING, Ms. Reyna.
Citi charges 30% interest and declined to issue a credit for a $970 fraudulent charge by my former web host Greengeeks for renewal after I canceled and moved my sites. Probably have to file a lawsuit.
If I could only see better and had more hours in my day.
